Grey Belt is a defined planning term covering certain land within the Green Belt that does not strongly contribute to specified Green Belt purposes. It does not simply mean any vacant, unattractive or previously developed Green Belt land.
Local authorities are required to grant suitable development permission for enough serviced plots to respond to demand recorded on their self-build registers. However, this duty does not require an authority to approve any particular site.
For suitable housing-led sites, Permission in Principle can establish whether the location, land use and amount of development are acceptable. Detailed proposals can then be developed through Technical Details Consent, with meaningful input from future self-builders where the design and delivery strategy allows.
